Chatham Area Transit (CAT), serving 1,300 stops in beautiful and historic downtown Savannah, GA, Chatham Co., and part of Garden City, provides over four million annual passenger trips with a fleet of 61 fixed-route buses, 32 paratransit vehicles, and 4 ferries, seeks a customer-focused, innovative, strategic thinker, and team player with proven transit operational management skills and a strong work ethic to serve as its next Chief Operating Officer (COO).

This C-Suite position, reporting directly to the Executive Director/CEO, is responsible for managing day-to-day service delivery, maintenance, facilities, administration; policy & procedure review and analysis; and project oversight.  More specifically, the COO:

  • Serves as key advisor to the Executive Dir./CEO and Board of Directors, participates in/makes presentations, and reports to the Authority Board and Committees as the Chief Staff Liaison.
  • Establishes, reviews and monitors performance indicators from each operational department.
  • Reviews/updates rules, policies, & procedures for accuracy, consistency, and goal achievement.
  • Evaluates/recommends ways, including the use of emerging industry technologies and best practices, to enhance operational effectiveness, contain costs, and improve efficiency.
  • Develops and reviews annual and monthly departmental operating and capital budgets and sets goals, performance indicators and maintains compliance.
  • Provides direction and oversight for the development of rail, bus, marine and community bus services programs, vehicle requirements, operator programs, and maintenance requirements.
  • Conforms with and abides by all regulations, policies, work procedures and instructions.
  • Works collaboratively with other members of the CEO’s Executive Leadership Team to enhance the CAT’s reputation for excellence and develops a high-performance team with a focus on collaboration, mentoring, nurturing, and exceeding goals.
  • Serves as primary administrator of the Collective Bargaining Agreement (CBA), conducts union negotiations, grievance hearings, and ensures execution and adherence to CBA terms.
  • Provides oversight to succession planning and mentoring programs, employee relations and retention, ADA compliance, and labor relations.


  • Minimum 5-10 years of progressive management experience in public transportation operations, administration, and stewardship.
  • Bachelor’s Degree or equivalent in Business Administration, or related field. An equivalent combination of college course level work and experience may substitute.
  • Excellent interpersonal skills with both internal staff and external stakeholders, as well as the ability to communicate effectively, both orally and in writing.
  • Experience as a change agent, with strong organizational, analytical and strategic thinking skills and demonstrated ability to create, implement, and maintain complex plans and translate them into goals and concrete methods and strategies.
  • A career track record that shows stability within an organization and the capacity to develop and nurture internal and external relationships that culminate in overall success.
  • Previous experience with legal and regulatory compliance, risk, ADA, civil rights/DBE and ethics.
